Clarifying Roles: Roles and Limitations of Security Personnel, Access Controllers and Assistants in the Current Legal Framework

Publicado October 4, 2024

Grupo Nordeste, as a leading company in the Facility Service sector, is committed to clarity and compliance with current regulations. Decree 112/2010 and the Private Security Law clearly define the roles and limitations of each professional category within the sector. Below, we will outline the responsibilities and restrictions for private security personnel, access controllers, and service assistants.

Private Security Personnel

Private security personnel, also known as security guards, are responsible for protecting property and individuals, and preventing crimes and prohibited acts. Their duties include:
– Surveillance and protection of property and people.
– Identity control at events or property access points.
– Preventing the commission of criminal acts or infractions.
– Managing alarm systems and security cameras.
However, they are not authorized to perform tasks that belong to the State Security Forces, such as detention beyond a temporary holding in the case of a flagrant crime.

Access Controllers

Access controllers, specific to certain territories like Catalonia under Decree 112/2010, are responsible for regulating the flow of people at events or establishments, ensuring compliance with admission regulations. Their tasks include:
– Verifying tickets or invitations.
– Controlling access and monitoring those within the premises.
– Ensuring order and security at access points.
However, they are not authorized to perform surveillance or security tasks typical of security guards, nor to use force beyond what is necessary to fulfill their role.

Service Assistants

Service assistants perform support and customer service functions at events or facilities. Their responsibilities include:
– Providing information and guidance to the public.
– Controlling access not regulated by the Private Security Law.
– Administrative and management tasks.
Service assistants are not authorized to perform private security activities, such as surveillance and protection of property and people, nor can they perform identity checks or use force.

In conclusion, distinguishing between these categories is crucial for safe and legal operations in the field of private security. Grupo Nordeste strictly adheres to these definitions, ensuring the highest quality service in full compliance with the law. Understanding and respecting these roles by all involved parties ensures a safe and secure environment for clients and users.
